Actually, the first season and the R season with the aliens was in Japanese. I really don't know why they decided to dub it later. But, yeah, you're right, the closest is Germany/ Austria so I'm guessing they translated other anime from German as well. When you think about it it's not really a question why because many more people talk German than Japanese here so it would be much much easier to find someone to translate from German. Not to mention cheaper, duh.

Also, about it being dubbed in Croatia from the German version, there are similar things in other places. For example, the Mexican/Latin American version was dubbed from the North American English version, so there are many similar names and things. It's kind of weird ^^;
