These are just some ideas I've thought about as to why it seems the SuperS season isn't as popular as the others
Well I think a lot of fans think it's because it focuses too much on Chibiusa and the Inner Soldiers, but if this really was the case then wouldn't the R season rank the same?
Story wise SuperS might have been better if it followed the manga plot but I think the answer may lay more subconciously. The lack of artistic creativity might be it. When you compare Sailormoon's transformation to the other seasons, she is spinning and going all over the place using different camera angles. In SuperS it's rather plain and vague. Not to mention the attacks- the Moon Gorgeous Meditation isn't quite as nicley animated as her previous attacks. It seemed very lazy, lack of movement and the split screen thing.
And lets not forget the Inner Soldiers', their attacks are short and all the same. They start close up and the camera zooms out, once again much lack in character movement. Not to mention the attack backgrounds are pitch black!! Not the usual beautiful lace and airbrush artwork...
Anyway that was just an idea I've been thinking about for a long time. When you watch SuperS it seems that something is missing and it's not as fun to watch as the other seasons. And I think the animation is more to blame then the plot or characters.

I think it might be because of the lack of seriousness in the season. I for one didn't care that the attacks or transformations weren't as pretty (In fact I didn't actually notice.) One thing I didn't like was the fact that all the bad guys of the day were these stupid, ridiculous things. But overall, I liked the season. Though the finale was a bit dragged out...

Most of the attacks weren't as pretty, but Moon Gorgeous Meditation was, pardon my pun, gorgeous. The kaleidoscope bit towards the end was a bit drawn-out, but it was a well-animated attack and just plain looked cool.
I don't blame Chibiusa for my dislike of SuperS. R is my second favorite series, but I like R-era Chibiusa a lot more than SuperS-era Chibiusa anyway. It's just the general goofiness of the lemures that got me. All of the other monsters were somewhat threatening -- if you go back to Classic, those are actually rather terrifying! The silly circus-themed monsters just didn't do it for me.
Neither did the horsey deus ex machina, come to think of it.

In all honesty, this is my third favorite season. Super and R beat it out.
But, I have to say I did notice some the luster you normally see disappear a bit in this season. Some of the enemies of the day were stupid, I agree. The final battle was a bit drawn out, but one of my personal favorite fights. (The fight with Beryl is still my favorite.) Personally, I liked the Amazon Trio over the Amazon Quartet. And, I loved the various disguises the Amazon Trio used.
Do I think they could have done a better job with SuperS? Yes. Do I dislike the season for not doing as good of a job as the others? No.
To me, there was room for improvement, but I think the animators still did a great job regardless.
Oddly enough, most of my fanfics take place during the Super S season, even though it's not my first favorite.

It seems like it's much harder to keep interested in that series compared to the others. I feel myself very bored when I watch it, and I wish I didn't. It's one of those things I wished I liked more.
I think a few of the reasons might be that the enemies aren't as interesting or seemingly as relevant to the overall plot (I'm sure people could argue me on that). Everything seemed much more pressing and vital in the other seasons compared to this one. (Sacred talismans??) While other seasons' villains are laughably camp or downright scary, in SuperS it feels like some weird in-between.
That's just my opinion though.

It's the lack of plot that does it for me. Every episode is just "nope, wrong dream mirror, next please!" with the exception of two in the middle and the ending sequence. Sure, you could make the same criticism about Stars or the first half of S, but then, I can't stand Stars either, and S is still my second-favourite season because the second half way more than makes up for it. I liked the way there was a theme linking all the monsters of the day -- something I felt the other series could have done with -- but what let them down is something Cybertron already mentioned, the way it's never the sailor senshi who defeat the monsters, it always has to be bleeding Pegasus. I don't watch this show to see my favourite characters deconstructed, tyvm! I never warmed to the Quartet. They just don't have distinct enough personalities. And they were allowed to get away with cold-bloodedly murdering the Trio because, apparently, it's okay to murder if it's just a matter of childish spite. But I'm glad the Outers weren't in it. Part of what made S so great was the way you had different groups of heroes wanting different things and being against each other as well as against the enemy. Here they'd still have been nominally separate groups, maybe, but they'd have had the same aims and it would just have been senshi overload. And yet, for all its faults, it's still my third favourite season behind Classic and S. Why...? Largely the Trio, I guess. And more mature characterisation, both of the senshi and the minor characters (and of course, especially Chibi-Usa). It was like being able to follow the characters on the next stage of their journey. And I loved the "dream" theme. So much so that it's managed to pervade my fanfic even though it's meant to be based on S

I enjoy SuperS too, it used to be my favourite when i was a little child. Anyway,I agree with kyonpy. Neherenia is a marvellous character, evil as the Snow White queen, but she is not really related to Sailor Moon, not much, really. I mean, Pharaoh 90 was not related to the ancient story of the Moon too, but the Outer Senshi made it personal. Beryl is a love rival, Wiseman the enemy of the future daughter, Galaxia was the most powerful senshi of the Galaxy. Neherenia is just a sort of evil witch, a sort of Maleficent!

I love all seasons in some way Neherenia is a great villain in SuperS and I actually liked Chibiusa`s relationship with Helios ;D there are some bad points, that some episodes are getting too repetitive at times.

I always thought this series wasn't as popular because of how it focuses more on Chibiusa. And for me, I guess that's it, the girl gets to me! I actually liked the villians, especially Neherenia. The Amazon Trio were hilarious and really well developed characters. Although, I prefered the Amazoness Quartet's manga storyline and charaterisations. Like some of you said, the fact that Pegasus was always needed to defeat the lemures was annoying. Actually, the Chibiusa and Helios' relationship plot became a bit boring too. Though, I prefer to see Chibiusa with a pony than her dad... Overall, this is my least favourite season, but not because of lazy animation.

I felt it was good but it was indeed a bit more childish than usual, mainly because it was centered on ChibiUsa and her horsey boyfriend The Trio was really well developed and was way funny, but I didn't really like the monotony of the search of the dream mirrors. I prefer the manga storyline over the anime one, it would have been nice to see the Amazoness as Senshi and the planetary princesses... oh, well Overall, I like Neherenia and the whole circus theme and the animation is really good, but SuperS is not one of my favourites.

I think was really does it in is how there's like no focus on the outer senshi. That, and the lack of seriousness. I think why R doesn't suffer from the focus being on the inner senshi is because we didn't know about the outer senshi yet, so no one had anything to compare it to. Out of all the seasons, it's my least favorite, but that doesn't say much considering I love all of them a ton. But I really do miss Haruka and Michiru and all their angsting in Super.*lol*

I'm not sure why but I find it suprising that some people like one aspect of the show more than another. I'm probably guilty of it too but i haven't noticed.
I have seen Super S when it was on Cartoon Network and I at least tried to watch pretty much every episode of Sailor Moon religiously when it was on TV. Anyway, I liked this part of the series just as much as the rest.
First of all it was Sailor Moon. What more could I ask for. Sure she had help from Chibiusa and Pegasus but at least she still had a good amount of screen time. Besides, just about anything with Sailor Moon is good.
Second, there were characters who were at least partly talking animals. I like talking animals.
Third, I'll admit that some of the enemies could have been imaginative in getting the dream mirrors but there isn't much to work with there. The Super S season may not have had the imagination of the other seasons because there was so little the villains could do. All they could do was trap the person get the mirror and look in.
On a side note, I watched some episodes in Japanese from Super S once. The extraction of the dream mirror felt a lot more intense. The first part definately shows this. One of the trio straps their victim to a board that suddenly appears behind them then they extract the dream mirror which looks painful and look in which also looks painful.
