New Sailor Moon RPG taking place in the silver millenium! Not a soul has joined yet. The Story: On the Moon, there is a peaceful civilization ruled by a queen with mysterious power. As she ages, her power is diminishing. Her daughter, the princess of the Moon, Serenity, is poised to become the queen. While still young, she is in the midst of taking etiquette classes as well as being taught the politics of their solar system. Princesses from the other planets have been invited to continue their training at the palace on the moon, known for their superior scholars and training facilities. The Moon watches over and protects the rest of the solar system, Earth in particular. They hand down their knowledge and technology to Earthlings. Despite this long arrangement, things are becoming unbalanced. Meanwhile, the sun's energy has flared, and sun spots are becoming a more frequent sight. Meteors are attracted to the solar system and are crashing down on the planets. A darkness is growing on the nearby planet of Earth. The Royal family is faced with a growing resentment from the general population on Earth of the Moon Kingdom's superior way of life and longevity. While the King and Queen have good relations with the other Royalty in the solar system, their concern grows. Separated and ignorant of these issues is their son, Endymion. A typical Prince who is unconcerned with these issues, he is more interested in the mysteries of the moon. Sounds interesting...but Serenity can't age anymore than she has already. She stops aging at the age of 20. She's of the Moon.

Oh. That's in a reference to the lost of power as she "ages". I don't mean like an actual physical aging, but more like how it's hinted in the manga that sailor cosmos or any future forms of sailor moon/serenity become very weak. There seems to be a lot of evidence that as time goes on (perhaps simply from use), power/strength diminishes. (Queen Serenity giving the last of her strength during the silver millenium, Queen Serenity in R, Cosmos in S). At least, that's something that I've taken away from the series.

I understand, but they don't lose their power until they have a daughter that is already able to take the throne. Cosmos's power wasn't diminished, she just didn't have enough power to combat against Sailor Chaos in her time. Since Chaos wasn't a Sailor Senshi in the time of Eternal Sailor Moon, it wasn't as strong, which is why Cosmos came back in time in the first place. Plus, Cosmos is the most powerful version of Sailor Moon, so why would she turn to a weaker Sailor Moon for help? As for using the last of their strength, that's what the ginzuishou does to you. It drains you of your power when you use it. Depending on how much of its power is used, it can completely drain its holder of their power. In R, Serenity used the ginzuishou not once but twice in a row. That's why she was so much weaker when fighting that final battle. As far as Queen Serenity in the Silver Milennium, it must take loads of power to take EVERYONE on the Moon and grant them reincarnation on the Earth. Plus, the ginzuishou that led them to a new future on Earth was then passed down to Sailor Moon, though not right away. Sorry, I just don't like it when info isn't correct. But you can use that as something to set the RP story apart from others. You can choose to have characters lose their power due to time and usage if you want. After all, it's pretty much your creation.

I would contest that Sailor Cosmos is the final form of Sailor Moon, but not necessarily the most powerful. However, I do agree that they don't lose power until they have a daughter. But in this case, the RPG takes place as Princess Serenity is gaining her powers. I always interpreted it as a gradual loss, just as in the case of Chibi Moon was a gradual gain. Also it always seemed to me that if you controlled a lot of area (such as the solar system in the Silver Millenium or Crystal Tokyo), that you had very little power left over for fighting or that sort of thing. Perhaps I worded it incorrectly, but it does seem that as time goes due to a number of factors, their power grows weaker. (The ginzuishou taking care of more people at once, having a daughter, etc etc).
And just as you said, using the ginzuishou as a final-all-you-can-muster move will almost definitely take your life, but it seems that using it constantly to protect a huge number of people or a kingdom would also be constantly draining. I think the biggest issue was my use of the word "age", which I simply meant as a passing of time including all that comes with it. I feel like we're arguing a trivial point when we both mostly agree.
However, it does rely on a lot of supposition, but I don't think stating something like that actually contests the cannon necessarily. Just sort of creating a theory to fill in the blanks for fun.
