Someone asked why the R2 DVDS were better, and it got me thinking. Why *didn't* ADV get a high quality master copy of the DVDs? Would Toei charge them more or something? Because it's kind of annoying to shell out money for an inferior product.
Don't get me wrong, I am overjoyed that Classic and R were made available in the US at all, quality aside. And they aren't that *horrible* of quality, just not nearly up to par with the R2 quality.
This is just my whiny side rising to the surface. lol.

I have no idea whatsoever. I mean, I'm happy I was able to purchase the first and second season, but I do really wish they were of better quality. I mean, they weren't exactly cheap...

There is a lot of evidence that points towards ADV using the same episode masters DiC used. They are around the same quality and neither set had episode 67 at all. ADV probably didn't want to pay for a whole new set of masters, or perhaps Toei didn't want to send them a new set. Maybe Toei wanted to keep the remastered episodes as an exclusive Japanese release?
One thing I want to know is why ADV screwed up the order of the episode preview, OP, and Usagi's introduction. Their DVDs had the episode preview come after the opening and it was really annoying, not to mention the lack of next episode previews. According to SM Uncensored, ADV said that that was how Toei sent them the masters, but it still looked really lazy to leave everything out of order.
I can sort of understand no next-episode previews though. I bought the Transformers Takara triology from England and they were missing whole episodes and the next-episode previews too! (AND pre-episode previews, AND eyecatches... *grumble*) And the three series (Headmasters, Super-God Masterforce, and Victory) are by Toei as well! Coincidence?

A lot of people hate Toei.
...I wish Kyoto Animation would have been around to do Sailor Moon. Come on, look at the way they handled Clannad, Air, and Kanon! Masterpieces!
Not that I don't love the anime; I just wish a better company could have gotten it.
