Aw. When I read your tittle I thought you were alone in the house with a physcopath.
Well, I use Paint because I am cheap. ( "40 DOLLARS? Get off yer high horse! I'm goin' to Paint.") and that mainly consist of resizing an image or cropping it and maybe adding some text. However, paint icons don't usely look that good, so I am not the best person to ask.

I use adobe photoshop. Alot of computers (laptops) will have it on them for free like I do (but it's not working just now...BLAH!). You could use an online or free editor, such as paint, but they don't work as well and lack the effects you can get with adobe. I know someone also used Sony Vegas to make graphics.
And I had the same attitude as Ian, I thought you were on the verge of a kidnapping or something.

I use Paint Shop Pro Studio. It's really good,and I use it all the time.You can probably find used Paint Shop Pro discs on Amazon.com and Ebay.

I use Photoshop, but there's also spiffy free programs sucha s the GIMP and Paint.net! Do a search for them. I've seen some amazing work with them.

I feel like I've heard some form of this question 23940234 times anyway.
To make graphics in general you need a photo editing program. MS Paint is not really ideal for making them since it doesn't allow you to use different layers or blend modes. I use Paint Shop Pro 8 and I have for many years, it hasn't failed me (except for crashing a few times) so it's good if you want to spend some of your own money. On the other hand there are free programs well but I dislike their interface ;D. Photoshop on the other hand is too expensive for most people.
