So I finally figured out how to work divs to make my layout fluid (don't check the other pages on the site, they are not fluid, I haven't gotten to editing them yet ><), but there is a problem. Go to www.freewebs.com/sailorsenshiplanetThen you will see on the bottom there is a scrollbar that goes left to right, which I don't want there. Now hit ctrl + a on the screen and you see next to the header, there is a big block of white highlighted. I believe that is causing that bottom scrollbar to appear, but I can't get rid of it. Can anyone help? Thank you. Feedback on the layout would be appreciated as well. =)

Oh, oh... just... ow!
You obviously never tested the website in anything but IE... Did you hand coded everything?
Cuz in Firefox it's totally screwed up!
Right, starting from the beginning, <font> is deprecated, and you should use CSS in exchange, and having <font size="6"><font size="2"> is just pointless!
I mean, look at this:
And you should do all your layout in CSS, add background color/images from within the CSS file, because, frankly I just can't figure out what borked it so hard with all those font tags, that is presuming they are not the actual culprit!

i don't see the horizontal scroll bar but i presume its on the same section as the vertical one, try making the section wider - the scrollbar appears when content is too big to fit in the section.
you do have a awful amount of unneeded code there, you could do with a lot of trimming even if it were pure html.
edit: and a important bit, you need to test in various browsers, there are various bugs in all the browsers, pre-IE7 IE browsers being the worse culprits and though i know IE does't exactly let you really have multiple installs, others such as firefox will if you install in a different location so you can even test out on older and newer versions of a browser.

Thank you for the critique; I cleaned up the coding and went to learn how to change font properties in CSS and tried to do so. I'm going to be checking it on Firefox in just a moment, so thanks. =)

This good! Just be sure to modify the #center in your CSS, place it lower, since right now it's attached to the top of the window and floats over the banner!

Okay; I cleaned up my coding some more, and I believe I fixed most things. I also tested it in Firefox and it looks all right. Now I have to redo most of my pages. ^.^
Just to be sure, could someone check it out and tell me if it's ok?
