In the manga, the senshi just change costumes, but their actual names don't change. I've seen a few websites call them "Sailor Star ___" or "Eternal Sailor ____," but they are never really called those names in the manga or in the artbooks. To my knowledge, the first time those costumes ever appeared was in Artbook IV, and Naoko just says it's a picture of the senshi as angels (because of the wings, I assume). Later, they were in the manga volumes and other artbook images, but they aren't given a special name in that form.
Anyway, I think fans responded well to that costume, and wanted to give them a special name. Since Eternal Sailor Moon's costume is similar, the fan-created name obviously came from that.
SOOOO many websites give that form a name, but they are wrong. It's just the nature of things on the internet, especially with the various websites. One person posts misinformation just one time, it gets copied, and then the whole thing just gets out of control.
