I wonder if selling dolls for profit violates copyright in this case.

Legally... yes, selling a doll for profit would violate copyright. However, although the price looks steep custom dolls can actually be pretty expensive to make, so it's pretty likely she's making little to no profit at all from selling fan-made dolls. I'm in the middle of making my own custom doll right now, so I know all too well how expensive the materials alone can be. The doll bodies alone, like VOLKS, Pullip, and Blythe can cost a small fortune. (I'm just modifying a Barbie, so I'm luckily on the cheaper end of the scale.)
However, like most fandom things, companies tend to let them fly under the radar as long as they aren't being mass-produced or something. And since most Sailor Moon stuff isn't being produced anymore, it's not like it's taking money away from official merchandise.
