To my knowledge, we don't have any clue about how Neo Queen Serenity gained global power and support...
Knowing how human nature is, it seems pretty unlikely that all countries of the world would willingly hand over their power and authority to one individual, yet this seems to be the case as far as I know.
I know she healed human kind of the darkness in their hearts, correct? So, did she somehow gain the support of all of the world's nations by doing this? Isn't that a form of brainwashing in itself? What are all of your thoughts on how she came to power?

Hmm. In the anime, it was stated that a catastrophe befell the Earth and basically pretty much destroyed it, but Neo-Queen Serenity revived it. Maybe that's why, because she built the world anew?
It may have been the same in the manga.

Well, in the anime Neo-Queen Serenity cleansed everyone Silver Crystal (after the catastrophe Ellethwen mentioned). Some people refused to be cleansed, they rebelled against NQS. The rebellion was then defeated by NQS and those who still refused to be cleansed fled to Nemesis. Many years later Wiseman apporaches the descendants on Nemesis; we all know what happened next. Anyway, my point was that NQS couldn't have brainwashed the public. In the manga Usagi became NQS at 22. She used the Silver Crystal to slow everyone's aging process. I'm guessing that after saving everyone frequently, in the anime and manga, the public would want a powerful, compassionate leader, who has proven herself time and time again. She has show the world her powers, and I sure as hell wouldn't want her as an enemy!! XD I hope this all makes sense. ^^

I am sorry, but I love Deathnote and I have read all the books, but that is so like Light "Kira" Yagami's dream coming true lol.
For those who don't know, Light's dream was to make a world of peace and kindness, by "cleansing" the world of cruel hearted people. He does this buy killing off them, and soon people begin to worship him, but there was also always the conspiracy. I know the NQS didnt kill anyone to get her global power, but I just thought it was funny that they kind of shared the same dream.

If you think about it, Neo Queen Serenity defeated the evil in everyone's hearts, so to say. But, ruling the world is kind of like being evil, you know? Many people sought world domination, throughout history. If you would cross-reference her world with ours, you would think the US would step in and take her down. You know it would happen. But then again, look at our world. They are already in Crystal Tokyo right now. We are still in the space age. So, that makes them the crystal age? Just a thought.
OMG! I got a crazy idea for a fanfic! It just might work! *Goes to Microsoft Works*

Well, since she purified every heart on the earth, the planet should be in a state of perfect harmony and prosperity... so, we could assume that she has only a symbolic title of ruler of the world, and she don't have to use her power, since there is no need of them in a peaceful world...
However, when Chaos will reborn, evil will start again to spread through the galaxy, and the Sailor Senshi will have to face a new, extenuating war to keep the Earth safe.
Woot, it sounds like the intro of a bad fan fiction XD

Good point, TINS. Many religious people wouldn't agree with Neo Queen Serenity ruling the world, unless, religion was something that made people evil. lol Not sure really.

The best answer I can think of is that her reign sort of became adaptable for all religions. That or she allows freedom of religion (which, considering Usagi's personality, is not a stretch) and thus it isn't an issue.
It was never explored in depth officially, but I know several people have written fanfics that sort of go into this subject.
